Concept
Theoretically, the Expansion Path is the locus of cost-minimising input combinations that a producer chooses as output increases while input prices remain constant. It is founded on production theory and cost minimisation, and exists to describe how the optimal mix of production inputs changes as the scale of production expands.
Mathematically, the Expansion Path is derived from the points of tangency between isoquants and isocost lines. Each point represents the least-cost combination of inputs required to produce a given level of output, subject to prevailing input prices. The collection of these optimal combinations forms the firm's long-run expansion path.
In practice, the Expansion Path is estimated from production or cost functions and is used to evaluate resource allocation, production efficiency and scale decisions. In health economics, it is applied to analyse the optimal combination of labour, capital and other healthcare resources required to expand service provision efficiently.

Example
A hospital expands outpatient services from 10,000 to 20,000 annual visits. Given unchanged wages and equipment costs, the cost-minimising combination of physicians, nurses and diagnostic equipment is determined at each output level. Plotting these optimal input combinations produces the hospital's expansion path, illustrating how resource use should increase as service volume grows.

What does an expansion path show?
It traces the combination of inputs a producer would choose at each level of output, holding input prices fixed, so it records how the mix of staff, equipment and facilities changes as a service grows. Each point on the path is the cheapest way of producing that quantity, so the path connects the cost-minimising choices rather than describing what any particular organisation actually does. Because it describes cost-minimising behaviour rather than observed behaviour, the distance between a service's actual input mix and the path is a measure of how far it departs from that standard.

How does an expansion path relate to the cost function?
The total cost at each output level along the path is the cost function, so the two describe the same underlying relation from different angles. The path shows which inputs are used and the cost function shows what they cost in total. Reading them together indicates whether rising cost at higher output reflects using more of everything or shifting towards a more expensive input mix.

What does an expansion path assume?
That input prices stay constant as output changes, which fails where scale affects purchasing power or where expansion bids up the price of scarce staff. It also assumes producers minimise cost, which health organisations facing multiple objectives and soft budget constraints frequently do not. Where either assumption fails, the observed input mix departs from the path and the divergence is itself informative. It also identifies where growth would require a different kind of resource rather than more of the current one, which is the point at which recruitment or training becomes the binding constraint.

Why does the expansion path matter for health services?
Because it makes explicit that growth is not simply more of the same. A service treating twice as many patients may use a different balance of staff grades, more automation and proportionally less supervision, and the cost implications follow from that change in mix rather than from volume alone. Planning that scales every input proportionally therefore overstates the cost of expansion where substitution is available.

What limits the use of an expansion path in practice?
Health output is multidimensional and imperfectly measured, so the quantity along which expansion is traced is itself contested. Input substitution is constrained by regulation, professional scope of practice and industrial agreements, so the theoretically cheapest mix may not be available. And the path describes long-run choices where all inputs vary, which excludes the short-run situation most managers actually face. It also assumes the output being expanded is a single homogeneous quantity, which misdescribes services whose case mix changes as they grow.
