Economic evaluation compares the costs and consequences of two or more alternative courses of action, so that decision makers can judge whether an intervention offers good value for the money spent on it. The main forms differ in how they measure consequences: in natural units, in quality-adjusted life years, or in money. Budget impact analysis sits alongside them and asks a different question, about affordability.
