Economic Evaluation Scope Builder

Choose the perspective, comparator and time horizon together. The builder shows how these connected design choices change what enters the analysis and what the final result means.

Teaching tool: This builder helps structure a decision problem. It does not select a jurisdiction’s reference case or determine which option is cost-effective.

Define the scope

Determines whose costs and consequences fall inside the analytical boundary.
Determines the incremental difference used to judge the intervention.
Determines how long costs, outcomes and later consequences remain eligible for inclusion.

      Method and limitations

Changing the comparator changes incremental costs and outcomes. Changing the perspective changes which resource use, expenditure, patient burden, caregiver effects and cross-sector consequences are included. Changing the time horizon changes whether later costs, benefits and harms are counted. A complete protocol should also define the population, intervention, outcome measures, evidence sources, discounting, uncertainty analysis and decision context.
