Method and assumptions

Treated patients equal eligible patients multiplied by the treated proportion. New-treatment patients equal treated patients multiplied by annual uptake. Reference expenditure assumes all treated patients receive the existing treatment. Adoption expenditure reallocates the stated share to the new treatment.

Budget impact = adoption expenditure − reference expenditure. The simplified model omits population growth, discontinuation, partial-year treatment, capacity and confidential discounts.
