How this lab represents scarcity
- Each programme uses money, workforce and service capacity. The binding constraint is whichever resource reaches its limit first.
- Funding one package can prevent another package from being funded. The forgone next-best feasible package illustrates opportunity cost.
- Health gain, reach and equity reach are different objectives. No single display determines the ethically correct allocation.
- Increasing the budget may not expand care when workforce or capacity remains constrained.
