Decision boundary: This workbench demonstrates reasoning structure. It does not apply an institution’s legal authority, thresholds, values or deliberative process and cannot produce a real HTA recommendation.
How the workbench reasons
  • Clinical evidence, safety and uncertainty are considered before favourable economic results can support adoption.
  • Cost-effectiveness and budget impact remain separate. A technology can appear cost-effective while creating a difficult affordability problem.
  • Equity, patient considerations and implementation may modify how a technology is used even when they do not change the economic result.
  • Managed access is meaningful only when evidence collection is feasible and the later decision can change.
  • The authorised body makes the final decision after appraisal. The assessment does not make that decision automatically.
